This group of colors consists primarily of synthetic aromatic organic compounds used to color scalp hair only. Except for henna, lead acetate, and bismuth citrate, most of these colors are aromatic amines or phenols and are referred to as "coal tar hair dyes" in the U.S. Food, Drug and Cosmetic Act (FD&C Act). "Coal tar hair dyes" is an historical term that relates most aromatic chemicals to their original source in the nineteenth century, but now includes any dye that could be derived from "coal tar." These colors are not currently manufactured from "coal tar" and are now derived exclusively from petrochemicals. In the U.S. and many other countries, these colors may not be used to color eyelashes or eyebrows. In the U.S., "coal tar hair dyes" need not be the subject of an approved color additive petition to the U.S. Food and Drug Administration as is the case with other color additives used in cosmetic products (FD&C Act, Section 705(a)).
